Anti-social behaviour – Public Spaces Protection Orders (PSPO)

Mole Valley District Council (MVDC) in partnership with the Police is consulting with the public to help shape what the PSPO at the Kingston Road Recreation Group in Leatherhead could cover in the future.


They, in partnership with the Police, introduced the first PSPO in the District at the Recreation Ground on Friday 24 February 2017. At the end of its three year term, a new PSPO was made on 20th April 2020, which will expire on 19th April 2023. 


Before the renewal takes place, the consultation, which ends on 3th February 2023, will seek to find out whether the PSPO has made a difference since it came into force and help determine how long it should be extended for.

The PSPO applies the following conditions within the area it covers:

  • Controlled Alcohol Zone - although it is not an offence to drink alcohol in the recreation ground, it is an offence to fail to comply with a request by an authorised officer to stop drinking or surrender alcohol;

  • It is an offence to be verbally abusive to any person, or to behave in a way that causes harassment, alarm or distress;

  • It is an offence to use any drugs or intoxicating substances, except where an exemption is provided for in the order.
